Empower Healthcare Solutions is certified as a Risk Based Provider Organization

The Arkansas Healthcare Alliance is excited and honored to announce Empower Healthcare Solutions PASSE has been certified as a risk based provider organization, effective today, October 18, 2017.

Empower Healthcare Solutions has seven members: The Arkansas Healthcare Alliance, ARCare, Independent Case Management, Statera, Arkansas Community Health Network, and Beacon Health Options.

The Arkansas Healthcare Alliance has 22 formal members, which serve behavioral health, substance abuse, inpatient psych, developmental disability / delay populations across Arkansas. We continue to talk and encourage other Medicaid providers throughout the State, who would be providing ancillary services to BH and DD clients, to join the Alliance and our PASSE. Our goal is to establish a well-organized statewide network to provide the efficient and quality services to our clients.

Update from DHS on PASSE

As you may be aware, the Arkansas Insurance Department has received 5 Letters of Intent from groups intending to form a PASSE.  The next step for those intending to form a PASSE will be the submission of their conditional certification documents to the Arkansas Insurance Department by close of business on July 3, 2017.  Attached you will find three documents that address many outstanding issues and questions we have received regarding the Provider Led Entity model. Arkansas Healthcare Alliance and Empower Healthcare Solutions

The Arkansas Healthcare Alliance, LLC is excited to announce its membership with Empower Healthcare Solutions, LLC. The Alliance is one of seven members within Empower Healthcare Solutions, including ARCare, Independent Case Management, Preferred Family Healthcare, Statera, and Beacon Health Options. It is our intention to apply to become a Provider-led Arkansas Shared Services Entity (PASSE) in June 2017.  

The Arkansas Healthcare Alliance has 22 formal members, which serve behavioral health, substance abuse, inpatient psych, developmental disability / delay, child and youth services (CYS) populations across Arkansas. We continue to talk and encourage other Medicaid providers throughout the State, who would be providing ancillary services to BH and DD clients, to join the Alliance and our PASSE. Our goal is to establish a well-organized statewide network to provide the efficient and quality services to our clients.

Letter of Intent Deadline Extended

The Arkansas Department of Human Services (DHS) and the Arkansas Insurance Department (AID) are extending the deadline for submission for Letters of Intent (LOIs) to form a risk-based provider-led organization, known as a Provider-led Arkansas Shared Savings Entity (PASSE), to June 15, 2017.

The Arkansas Healthcare Alliance, LLC was formed and incorporated in April 2017 in preparation of developing a comprehensive network of behavioral health, including substance abuse and inpatient psychiatry, and developmental disability providers. The intent of The Alliance, LLC is to participate as a member of a Provider-Led Arkansas Shared Savings Entity (PASSE).

DHS requires a Letter of Intent from each potential PASSE, which is due May 15.  We are planning to finalize our LLC Members by May 10.  That does not mean we can never make changes, it just means that we need to secure as many as possible so we can begin equity, distribution, programmatic, governance, etc. conversations within the LLC.

**Adding Members after May 15 will require legal work as well as additional steps within LLC and PASSE.
